If you’ve ever been on the fence about joining the military and your academic background is a little weak, now is the time to take the plunge. For years, the military has required a high school diploma or GED to be accepted into service. One of the best soldiers I know, a man who rose through the ranks to become the command sergeant major of a special forces group, likes to tell people how he dropped out of high school in tenth grade to join the military. Sure, this was 1970, times were different then, and it’s not something he recommends…but he did.

Last week, the US military announced that you no longer need a high school diploma or GED to enlist. This is one of the most significant recruiting changes in recent years. It’s up there with the $50,000 sign-in bonus.

Army Drops Requirement For High School Diploma Or Ged: But There’s A Catch

Why the sudden change? The Army has met just 40 percent of its recruiting goals this year. To say they are struggling to make up their numbers would be an understatement. The situation is so bad that the Department of Defense plans to reduce the size of the total force because its original predictions were unrealistic. I wrote about it in April, when I noted that current recruiting difficulties would reduce the US military to its pre-WWII size. Of course, it doesn’t help matters that the unemployment rate is low, the urban job market is hot, and wages appear to be rising, even for entry-level jobs.

It’s not just education that keeps potential recruits out of uniform. Every year, fewer and fewer potential candidates qualify for military service. Obesity, a criminal record, and mental health issues limit the pool of potential fighters. The bill expired in the United States in 1973 and Congress refused to extend it. Since then, we have had an all-volunteer army and rely on a steady stream of recruits each year.

In 2017, the Pentagon conducted a large study of Americans ages 17 to 24 and found that 71 percent of Americans were ineligible to serve in the military because they didn’t meet minimum standards or were otherwise ineligible. Unfortunately, the situation has gotten worse since then. More than 24 million of the 34 million young people in this group could not join the military if they wanted to, which most of them do not.

Here’s the problem; Only 29% of our youth are qualified to serve. This manpower shortage represents a real trade-off for our national security. There are many ways to delve into the candidate pool. One is to waive the educational requirements.

As with any contract, someone has to sign for life. First, there’s the fine print. If you apply for basic training before October 1, the start of the new fiscal year, you can apply without meeting the required educational standards. Recruits must be 18 years of age and score at least 50 on the Armed Services Professional Aptitude Battery (ASVAB). Previously, if a potential recruit had a high school diploma, she only needed a score of 31 to be accepted into the service.

Fifty is by no means a great score, but it’s still much higher than 31. This means that 50% of the people who took the test did worse than you. Can I understand if they require recruits to have a grade equivalent to a high school grade but 19 points more? Does the army want to have its cake and eat it too? What is their argument? Will this change make much of a difference now that it’s almost July and their 60% recruitment goal hasn’t been met?

Instead of taking the time to complete a high school diploma, some choose to pass the general educational development test and earn an equivalency diploma. Although a GED degree is considered the equivalent of a high school diploma by most employers and colleges, the U.S. military takes a different view. According to the GED Testing Service, the Department of Defense uses a three-tier system to “select candidates with the highest probability of completing their initial military service obligation.” Those with a high school diploma are considered highly desirable and are Level 1 applicants. Level 2 applicants with GED degrees. In all branches of the military, those who have completed 15 college credits in addition to a GED diploma are also considered Level 1 applicants.

The Air Force accepts GED holders for Level 2 status. GED holders must score at least a 65 on the scoring portion of the ASVAB’s Armed Forces Qualification Test, which is 29 points higher than the required score for Tier 1 candidates. Also, Tier 2 hires make up just 1% of all hires.

Like other branches of the military, the Coast Guard considers GED holders as Tier 2 candidates. A minimum score of 47 on the Armed Forces qualification test is required, which is eleven points higher than the score required for Tier 1 recruits. GED holders must receive a waiver if they score less than 45. In 2009 the average score of all hires was 70.4. Only 50 GED holders are eligible for admission to the Coast Guard each year, and in 2009, only 25 were eligible.

Ninety-five percent of Marine Corps enlistees are Tier 1, according to a mandate from the Commandant of the Marine Corps. This means up to five percent can be Tier 2. Unlike the Army, Navy, Air Force and Coast Guard, there is no minimum ASVAB score required.
